Local strategic partnerships (LSPs) are voluntary frameworks made up of key partners operating within local authority boundaries, working together to rationalise community planning. Members come from the public, private and community sectors, with the aims of improving accountability, ensuring responsive and 'joined up' public services, and encouraging sustainable development. Although not compelled to have a local strategic partnership, councils do have a duty of community leadership and a duty to publish a community strategy, and as they cannot do this alone, most local authorities have found the most efficient way to undertake the work is via a formal local strategic partnership.

As well as core members of the LSP, a system of Linked Partners has been set up, to ensure the views and experience of the wider community can inform the work of he Partnership.
