(Surrey, Sussex and Hampshire) and (Thames Valley) and (Kent)
Option 3 = 3 forces
(Surrey, Kent and Sussex) and (Hampshire) and (Thames Valley)
Option 4 = 3 forces
(Surrey and Hampshire) and (Thames Valley) and (Kent and Sussex)
Option 5 = 4 forces
(Surrey and Sussex) and (Hampshire) and (Thames Valley) and (Kent)
or if the Police Forces decide to ignore the Government's advice.

Surrey stays Independent.
